The Commission must help aid the aid process

Too often, procedures and allocation of funds are determined by the need to minimise the time and risk taken by the administration to deal with the beneficiaries of European funding. It is easier and ‘safer’ for the Commission to fund select agencies, such as the UN or global funds, rather than a plethora of smaller NGOs, even if their projects meet people's needs better and at lower cost. The Commission needs to channel more aid through mechanisms that reflect the Commission's stated commitment to strengthening civil society in partner countries.
